New SPSA Executive Director is Rowland “Bucky” Taylor

(Chesapeake, VA – July 8, 2008) – Following an extensive search and interview process the Southeastern Public Service Authority (SPSA) is pleased to announce that the Board of Directors has selected Rowland “Bucky” Taylor to succeed John Hadfield as the Executive Director of SPSA. John Hadfield will be retiring on August 1st and Mr. Taylor’s first day will be August 2nd.

    Mr. Taylor has significant public experience in the Hampton Roads area. He is currently the City Manager for the City of Franklin serving since January 1996. He played a substantial role in leading the City of Franklin thru the flood recovery following the devastation from 1999’s Hurricane Floyd. He has also served as the County Administrator for Southampton County from May 1986 to December 1995. Mr. Taylor has served as an alternate board member of SPSA’s Board of Directors for 22 years and is a member of the Intergovernmental Coordinating Committee.

    Mr. Taylor received a Bachelor of Arts degree from the University of Richmond and a Masters in Educational Administration degree from Old Dominion University.

    Mr. Taylor states that he looks forward to working with SPSA employees on all levels and meeting the challenges and opportunities facing SPSA in the future.
