Statement Following SPSA December 19 Special Meeting

(Chesapeake, Virginia; December 19, 2006) – The Board of Directors of the Southeastern Public Service Authority (SPSA) held a special meeting today. In their meeting, the Board unanimously voted to continue Executive Director John Hadfield’s contract under its present terms and to award Mr. Hadfield a 4% increase, effective retroactively to July 1, 2006.
            The vote was taken immediately made following the Board’s closed session, which in part, was held to review SPSA’s restructuring efforts and Mr. Hadfield’s work performance.
             SPSA Board Member and Executive Committee Member Charlie Wrenn (Franklin) stated that the Board has a series of conditions which Mr. Hadfield is required to meet. Those conditions are:

    • Present an FY 07-08 operating budget that reflects a 20% reduction in overall costs as compared to the FY 06-07 operating budget
    • Present a detailed plan by June 1, 2007 for SPSA to be debt free by 2017, using the conditions developed at the 2006 Board Planning Session
    • Present a capital payoff plan for the period 2007 through 2018 that includes anticipated new capital spending
    • Meet the approved FY 06-07 operating budget as presented

            The Board took no official action on organization restructuring activities. The next scheduled SPSA Board of Directors meeting is Wednesday, January 24, 2006.

            SPSA has been providing efficient and environmentally sound waste disposal services to the region and its residents since 1985. SPSA’s solid waste management system includes waste-to-energy, yard waste composting, drop-off and curbside recycling as well as other recycling programs, household hazardous waste collection, landfilling, landfill gas-to-energy and education programs. This integrated waste management system enables SPSA to put 57% of the waste it receives to a beneficial use, thus allowing the region to reduce its dependence on landfills.
