ABOUT SPSA : Board of Directors : Leadership
John Barnes is the Waste Management Administrator for the City of Virginia Beach where he oversees a staff of 180 and an annual budget of $30 million providing customer service, collections, landfill operations, contracted recycling services and contracted SPSA disposal services. Previous work experience includes oversight of operational units providing storm water maintenance, bridge maintenance, and dredge operations as well as engineering positions providing contract administration for Public Utility projects and development review for Public Works concerns. John has a BS in Civil Engineering Technology and a Masters in Public Administration from Old Dominion University.
