Residents of SPSA’s service area may receive free disposal of their household waste at any SPSA facility excluding Oceana and Norfolk transfer stations. Oceana transfer station does not accept residential waste and Norfolk transfer station has a separate policy. For Norfolk's Waste Disposal Policy, please click here.

- All residential waste, except furniture, must be contained in individual bags that are tied shut. Furniture and mattresses are acceptable.
- All major household appliances are acceptable at the Regional Landfill not at the Transfer Stations or RDF.
- Yard waste, which includes grass, leaves, etc., that is delivered to any SPSA transfer station and RDF Plant must be contained in clear plastic bags that are tied shut.
- Limbs, branches and brush need not be bagged, but must be less than six feet in length and not greater than 6” in diameter.
- Yard waste may be delivered un-bagged only if it is taken directly to SPSA’s Yard Waste Processing Facility that is located at the Virginia Beach Landfill II.
- Residential waste must be delivered in one of the following “personal vehicles:”
Automobile, station wagon, van, sport utility vehicle, any size personal pickup truck (that is unmarked and unmodified)
- Utility trailer, eight feet or less, in length being towed by one of the above-mentioned vehicles that is not also transporting waste for disposal.
Waste delivered to a SPSA transfer station or the RDF plant that does not meet the above conditions will be charged the prevailing disposal fee, with a minimum fee of $15.00.
NOTE:
- Residents are allowed a total of twelve (12) free disposals per calendar year at the
Regional Landfill Facilities in Suffolk for residential waste from their personal residence.
- Residents must use a private vehicle as defined above and may dispose of all the waste types described above (free and charged).
- Virginia Beach residents may use either landfill.
The following waste types are not eligible for free disposal at any SPSA transfer station or RDF plant.
- Household waste that is not bagged and tied shut.
- Construction, demolition or remodeling waste materials, examples include but are not limited to roof shingles, dirt, concrete, asphalt, lumber (2 by 4's, molding, door framing), paneling, vinyl, insulation, windows, doors, carpet, and padding, as well as auto parts, machinery, and engine blocks.
- All major household appliances including but not limited to refrigerators, freezers, washers, dryers, etc. must be disposed of at the Regional Landfill. There is a $12 charge per unit for any appliance that could contain refrigerant or does not display an acceptable certificate label.
- Mixed waste loads that contain materials that are acceptable and unacceptable for free disposal are subject to appropriate charges.
- Waste delivered in commercial vehicles, rental trucks, vehicles with commercial tags, or vehicles licensed outside of SPSA’s service area, or any vehicle deemed solely by SPSA’s judgment to be used or usable for commercial business are not allowed free disposal privileges.
SPSAs Residential Waste Disposal Policy is designed to ensure that residents of SPSAs service area continue to receive safe and efficient disposal opportunities. Residents must adhere to all SPSA policies and procedures while on SPSA property and failure to do so may result in loss of privileges to use SPSAs facilities.
