Financial Policies:
 
Budget Policy

• The annual operating budget will be balanced on a current revenue to current expenditures basis.

• Unencumbered operating budget appropriations will lapse and close at the end of each fiscal year.

• SPSA shall annually prepare a five-year forecast of revenues and expenditures, to include the implications of the forecast for future services, policies and tipping fee
impact on the member communities.


Reserve and Contingency Fund Policy

• SPSA will seek to maintain a Reserve and Contingency Fund (R&C Fund) equal to no less than fifteen percent (15%) of operating budget expenditures, net of internal transfers. The R&C Fund will be used to address cash flow issues caused by
seasonality and unanticipated expenses or revenue shortfalls.


Closure/Post-Closure Care Fund Policy

• SPSA shall maintain a fund to be used for the full costs of closure and post-closure care of wasting assets as required by law. This fund shall be maintained in an amount equal to the current estimated accrued obligation of those assets.


Debt Management Policy

• SPSA will appropriate funds in its annual operating budget to be used for pay-as-you-go financing of at least 20% or $2,000,000, whichever is lesser, of that same fiscal year’s capital budget.

• The weighted average term of capital debt financings shall not exceed seventy-five percent (75%) of the weighted average life of the capital assets being financed. Notwithstanding, the term of debt financings will not extend beyond the expiration of SPSA’s Use and Support Agreements with its member communities.

• SPSA’s rate covenants (bond resolution) require the Authority’s rates and fees to
be set at levels which will ensure that annual revenues, after the payment of costs necessary to operate the system, will at least equal 120% of annual debt service for senior debt and 100% of annual debt service for total debt. With these rate covenant levels to serve as minimums, SPSA will strive to maintain senior debt service coverage of 140% and total debt service coverage of 110%.


Residential Waste Disposal Policy for Norfolk Transfer Station

 

Residents of SPSA’s Norfolk transfer station service area may receive free disposal of their household waste only if the following conditions are met.

• All household waste, bagged or unbagged, including furniture, mattresses and appliances that have a freon certification sticker are acceptable.

• Yard waste, which includes grass, leaves, etc., that is delivered to Norfolk transfer station must be contained in clear plastic bags that are tied shut. Limbs, branches and brush need not be bagged, but must be less than six feet in length and not greater than 6” in diameter.

• Proof of Norfolk residency. (i.e. Drivers license).

• Waste must be delivered to Norfolk transfer station on Saturdays between the hours of 8:00am – 4:00pm. Sundays between the hours of 12:00pm – 4:00pm

• Solid waste must be delivered in one of the following “private vehicles:

o Automobile, station wagon, van, sport utility vehicle, low sided, unmarked and unmodified pickup truck (1/2 ton or less).

o Utility trailer, less than eight feet in length being towed by one of the above-mentioned vehicles.


Waste delivered to Norfolk transfer station that does not meet the above conditions will be charged the prevailing disposal fee, with a minimum fee
of $15.00

The following waste types are not eligible for free disposal at Norfolk transfer station:

• Waste delivered in pickups larger than ½ ton, commercial vehicles, rental trucks, vehicles licensed outside of SPSA’s service area, or any vehicle deemed solely by SPSA’s judgment to be used or usable for commercial business are not allowed free disposal privileges.

• Waste delivered Monday through Friday are not allowed free disposal privileges.

Residents must use a private vehicle as defined above and may dispose of all the waste types described above (free and charged).

SPSA’s Residential Waste Disposal Policy for Norfolk transfer station is designed
to ensure that residents of Norfolk transfer station service area continue to receive safe and efficient disposal opportunities.


Residents must adhere to all SPSA policies and procedures while on SPSA property and failure to do so may result in loss of privileges to use SPSA’s facilities.
